To find someone released from a Pennsylvania state correctional institution after a Lehigh County commitment, use the statewide corrections system rather than the county jail. A transfer from Lehigh County into state prison is continued custody. Pennsylvania SCI Release Paths

No state correctional institution was identified inside Lehigh County in the reviewed facility map. People committed by a Lehigh County court may be housed at an SCI elsewhere in Pennsylvania. Their later release is a PADOC event, not a Lehigh County Jail event. The county docket remains important because it shows the sentence and committing county, but the county jail cannot certify what later happened at the state institution.

State parole moves a person from physical prison custody to conditional community supervision. It is not full discharge. Maximum discharge ends the applicable state sentence after lawful calculation, though another sentence, warrant, detainer, or authority can still matter. A transfer between SCIs changes location without release. The record must name which event occurred.

Search Pennsylvania State Custody

The PADOC locator has two modes. Choose Inmate Locator for a person currently under DOC prison jurisdiction. Choose Department Supervised Individual Locator for a person currently under PADOC field supervision. Search fields include first, middle, and last name; inmate or parole number; gender; committing county; current location; citizenship; and date of birth or approximate age. PADOC says the data update daily and suggests trying only the last name if a narrow query fails.

  1. Select Inmate Locator and search exact identifiers where possible, using Lehigh as the committing county when supported by the case.
  2. If no current inmate match appears, switch to Department Supervised Individual Locator.
  3. Match date of birth, inmate or parole number, committing county, institution, or district office rather than relying on name alone.
  4. Read an inmate match as current DOC jurisdiction and a supervised match as current field supervision.
  5. If both modes miss, request Central Records and check the sentencing docket and any Board Action.
Important: The PADOC portal is current in scope. A miss from both modes is not proof that no state custody or sentence history exists.

Pennsylvania SCI Locator Fields

PADOC verifies selected fields, including inmate or parole number, institutional assignment or district office, and committing county or county of residence. Other data may come from other sources and are not necessarily independently verified. A supervision listing also does not mean the person is wanted. Warrant and absconder questions use separate official channels.

The official portal does not promise a field called projected or tentative release date. If a live record displays a minimum, maximum, or RRRI minimum, preserve the label. A minimum date is a parole-eligibility point, not a guaranteed release day. The maximum date is an outside sentence endpoint subject to lawful calculation.

Note: Search results are useful for routing, while PADOC's actual-release or discharge record is stronger evidence of the final state event.


Pennsylvania SCI Release Records

When the current locator does not answer an older release or full-discharge question, contact PADOC Central Records. Include the full name, inmate number, date of birth, Lehigh committing county, date range, and the precise record sought. Ask for the actual-release or discharge entry, status history, institution, and destination fields that are maintained and releasable. Do not ask the office to create a sentence analysis.

A formal state Right-to-Know request goes to the DOC Right-to-Know Law Office, Office of Chief Counsel, at the same address, telephone 717-728-7763, email RA-docrighttoknow@pa.gov. Exemptions and redaction may apply. For parole, request the public Board Action through the Parole Board forms and procedures. A parole grant can contain conditions that must be satisfied before the institution completes physical release.


Pennsylvania Parole Versus Discharge

The Pennsylvania Parole Board decides state parole. PADOC performs community field supervision. Parole is conditional release after eligibility and before the maximum date, with the sentence continuing outside the institution. A Board Action records the decision. The institution's actual-release record shows the physical exit. The Department Supervised Individual Locator and assigned district office support current supervision.

Full discharge is different. When a person reaches the lawful end of the state sentence, that person may stop appearing in both current-only locator modes. Confirm the endpoint through DOC closing or discharge records and the sentencing docket. Multiple dockets can produce different dates. A person may also face another county, federal, or immigration hold after the PADOC episode ends.

Lehigh Commitment Court Records

The Pennsylvania UJS Case Search helps connect the PADOC record to the correct Lehigh County sentence. Search by docket, participant, OTN, and other supported identifiers. Read the sentence, credit, and later entries. The docket gives legal context, but it is not a live prison gate record. A court order or minimum date can precede the actual movement.

PA SAVIN through VINELink is the notification channel for state custody changes. It can alert release or movement when the person and registration are correctly matched. Preserve the alert and compare it with PADOC and the docket. Eligible registered victims may also have Office of Victim Advocate channels. The notification is time-sensitive corroboration, not a certified historical ledger.

Pennsylvania SCI Detainer Checks

An approved state release can be delayed or redirected by an unmet condition, unapproved home plan, new court order, or detainer. A receiving-agency record is strong evidence that the person moved into other custody. Do not describe that event as complete community release. Keep the Board decision date, institution exit date, receiving-agency admission, supervision start, and eventual discharge separate.

ICE questions require ICE records, and federal custody requires BOP, USMS, and federal court sources. It does not change the need to verify the present case with PADOC and the receiving authority.

Note: Lehigh County can document the original commitment, but only PADOC can certify a later SCI release or state discharge record.


Pennsylvania SCI Decision Sequence

A Lehigh County state sentence can produce several official documents before release. The sentencing docket establishes the term and credit ordered by the court. PADOC calculates and administers the sentence under governing law. A minimum date can open parole eligibility, while the Parole Board reviews the case and issues a Board Action. A grant may still depend on an approved plan, program completion, detainer resolution, or another stated condition.

The prison's actual-release entry then records the physical departure. If the person enters community parole, the Department Supervised Individual Locator may show the assigned district office after the daily update. The official Allentown District office is at 2040 South 12th Street, Allentown, PA 18103, telephone 610-791-6157, but each person must follow the office in their own instructions. A nearby office does not override the assignment.

PA SAVIN can also alert a registered user to a state custody movement. Compare the timestamp and event type with the institution record. An alert saying movement may reflect an SCI transfer. An alert saying release still needs destination context when another authority might take custody. The service is not a permanent archive and should not replace Central Records for an older event.

When the question is whether supervision ended, seek the PADOC discharge or closing record and review the docket or Board materials. Disappearance from the supervised locator is not enough. It could reflect full discharge, data timing, spelling, identifier problems, or a status change. The official record resolves which explanation applies.

This sequence prevents three common errors: treating a minimum date as a promised release, treating parole as full discharge, and treating a locator miss as proof that no state record exists. Each source should answer only the part it was built to document.
